Abstract

This article is explicitly designed as a policy brief that provides policy analysis and strategic recommendations on the implementation of the Community Learning Hour (Jam Belajar Masyarakat/JBM) as a community-based education governance instrument in Tangerang Regency. Educational challenges at the local level extend beyond schools to include inadequate home learning environments, limited parental engagement, and increasing digital and social distractions during evening hours. Using a qualitative policy analysis approach based on document review, regulatory analysis, and synthesis of recent literature on community-based education, this policy brief demonstrates that JBM represents a low-cost, high-impact policy option. The findings highlight JBM’s potential to enhance learning discipline, strengthen family involvement, and promote social cohesion. The novelty of this policy brief lies in framing JBM as a cross-sectoral education governance mechanism that integrates schools, families, and communities within a unified local policy framework.
